Introduction
To oversee and be responsible for all aspects of financial management, ensuring compliance with internal policies and procedures as well as manage the day-to-day work of the finance department.
Job description
Financial management:
- Monitor the day-to-day financial operations within the NEF, such as payroll, invoicing, and other transactions
- Oversee financial department staff
- Contract outside services for tax preparation, auditing, banking, investments, and other financial needs as necessary
- Track the company's financial status and performance to identify areas for potential improvement
- Provide insightful information and expectations to managers as input in decision making
- Manage the preparation of the NEF’s budget
- Establish and maintain financial policies and procedures for the company
- Conduct reviews and evaluations for cost-reduction opportunities.
- Liaise with various other departments, discussing company plans and agreeing on future paths to be taken.
- Improvement of the overall control environment of the finance function
- Effective budgeting for the organisation to ultimately inform the MTEF and ENE processes
- General ledger review and ensure that all recons are completed and signed before management accounts finalization
- Timely and accurate creditor payments
- Keep up to date with IFRS, GRAP and relevant legislation, regulations and instructions to inform policies and procedures within the department
- Effective annual planning and coordination of year-end audit
- Timeous completion of year-end audit within approved timelines and within approved budget
- Secure an unmodified audit report with minimal significant Report to Management findings
Statutory/ regulatory management:
- Submission of monthly and quarterly financial reports.
- Ensure compliance with all statutory requirements relating to financial control, financial management and accounting
- Ensure appropriate external audit arrangements are in place and manage the audit process
- Assist in a successful conclusion of an annual audit with an unqualified opinion.
- Compile the respective sections of the NEF’s integrated annual report and ensure submission thereof on time with a satisfactory quality and accuracy
- Understand and adhere to financial regulations and legislation.
Internal processes and general management:
- Finance policies and procedures to be up to date and approved
- Compliance with NEF policies and procedures
- Timeous resolution of audit findings by agreed implementation dates
- Operate within departmental cost budgets
Reporting:
- Review financial data and prepare monthly and annual reports
- Ensure Monthly Management Accounts to be finalised on time and provides useful strategic information to users
- Ensure that Compliance to PFMA, National Treasury (NT) Regulations and the dtic reporting requirements is adhered to
- Ad hoc reporting to the dtic and the NT
- Ensure timely and accurate preparation of compliant AFS and NT packs
Portfolio Management:
- Ensure timely and accurate investment disbursements
- Ensure timely and accurate collections and debit orders
- Ensure timely and accurate impairments and write-offs
- Manage portfolio analysis that provides strategic input to the business
Cash Management:
- Ensure that there is a weekly and monthly review of bank recons as per the Finance Standard Operating Standards
- Cash management to maximize returns
- Maintain banking relationships
Risk Management:
- Seek and implement methods for minimising financial risk to the company
- Stay up to date with technological advances and accounting software to be used for financial purposes
Committees:
- Actively participate in internal committees in order to provide strategic finance input
People Management:
- Develop work plans and allocation of work, ensure outputs from team are of an acceptable standard
- Manage staff performance continuously to ensure maximum productivity, projects delivery and high staff morale.
- Provide Mentorship/Training and manage development
Minimum requirements
Experience / Skills Required
- Minimum 8 years in progressively responsible financial management roles that includes the following:
✓ Staff management
✓ Preparation of monthly reporting to management
✓ Preparation of annual financial statements
✓ Managing both internal and external audit
✓ Thorough understanding of GRAP and IFRS
✓ Understanding of PFMA and NT regulations
✓ Computer literacy – Excel proficiency, knowledge of accounting systems / programmes - High level of integrity and dependability with a strong sense of urgency and results-orientation.
- Experience in the preparation and finalisation of accounts in accordance with current statutory regulations
- Experience in budget preparation and reporting
- Highly numerate and able to analyse statistical information and interpret financial data to produce reports which can be understood by non-financial colleagues
- IFRS 9 practical experience.
