Introduction
The National Empowerment Fund of South Africa is a government agency established in 1998 with the aim of promoting economic transformation and empowerment of previously disadvantaged individuals and communities in the country. The NEF provides financial support to black-owned businesses and enterprises across various sectors.
The company is seeking to appoint a CEO on a 5 year fixed term contract to provide overall strategic input and direction for the NEF as well as provide leadership in the delivery of the NEF’s short and long-term objectives.
Job description
- The NEF’s Chief Executive Officer is responsible for providing strategic leadership direction for the organisation as well as driving the formulation and implementation of the NEF strategy.
- Ensure that future funding requirements and financial capitalisation of the NEF are met and drive economic transformation by providing innovative funding solutions.
- Develop and maintain effective key strategic relationships with key stakeholders including the shareholder ministry, the Board of trustees, other DFI’s and funders in the private sector.
- Ensure financial sustainability by ensuring that internal controls are adhered to, and that the NEF continues to maintain clean external audits.
- Drive the inclusive participation of black owned businesses in the economy by advancing finance to business ventures established and managed by black people.
- Increase the NEF’s provincial visibility by driving and facilitating investments across all provinces of South Africa.
- Drive inclusive economic growth and industrialisation for B-BBEE participants.
- Ensure that a culture of high performance and commitment to the NEF mandate is sustained.
- Provide strategic leadership to executive management.
- Demonstrate passion for B-BBEE and sustainable development.
- Optimise non-financial support by encouraging and promoting savings and investments and meaningful economic participation by black people.
- Increase understanding of equity ownership by black people.
- Establish the NEF in the South African economy as a credible and meaningful development finance institution by increasing the utilisation of the NEF’s services and financing products.
Minimum requirements
QUALIFICATIONS
- A relevant Bachelor’s degree.
- A Masters / MBA / MBL / MDevFin / CA (SA) or equivalent will be advantageous.
EXPERIENCE
- A minimum of 12 to 15 years’ relevant experience, 5 years of which should have been in a similar role or senior management role at a leadership level.
- In-depth understanding of Financial Services and Developmental Finance Institutions sectors and sound knowledge of industrialisation, government economic policy.
- Strong financial acumen and commercial astuteness at a strategic level coupled with sound business judgment.
- Strong leadership skills.
- Passion for world-class delivery, and an understanding of, and an appreciation of the need for development funding and how to balance the economic and socio-political variables, coupled with political savvy.
- Working knowledge of the NEF Act, PFMA and other related legislation.
- Unquestionable integrity with the ability to inspire confidence and develop excellent relations with all stakeholders.
